Notification Summary: maintain scroll position after dismissing item

Quite possibly one of the most annoying things to me is that after I swipe to dismiss a notification in the summary the scroll position completely changes (goes to the bottom of the list to reveal the close button). Can you please fix this? The scroll position should stay the same, just remove the item from the list view. It should not scroll to the bottom as it does right now.

This behaviour is common across Niagara's pop-ups and not just the Notification summary. The Notification summary itself may see some changes, but atm this behaviour may be more trouble to change than the value it may provide.

It was reported in #479 and marked as fixed in v1.4, but I don't think it is 😬 Often happens with long notifications like email previews

Not sure if we should close this as a duplicate and request to reopen that one or treat this as a new bug and maintain this issue 🤔

I'd be very careful about making assumptions about what does and what does not create value for customers without some hard scientific user research to back up your claims.
