Unable to set new chat keybindings

Bug description

When I try to set keybindings from Chat Keybindings, nothing responds when I press the plus sign in New Rule.

Steps to reproduce

1. Select Chat keybindings in Configuration
2. Press the plus mark in Command keybindings
3. Select “New Rule

It is a Cloth Config bug. I'm going to make all these rules expanded by default before they fix this.
