Compresson cutoff settings disappear in certain extreme case
When just entering the world, I happened to extract and clear the component in Bulk item cell. After that, the cutoff setting disappeared even if I put the item back in again. I could consistently reproduce this issue on my computer.

Just so I understand this properly in advance, what were your exact steps to reproduce this, preferably on a clean world?
I found the mistake in my description. I inserted compressed item first, which made the issue
I built a network in create mode. Only one bulk item cell was in the network.
Then I partitioned it to iron ingot, and set cutoff to iron ingot.
I inserted some nuggets and quit to title.
When I entered the world and extracted all the content, then inserted iron blocks first.
This would happen.
If I quit and enter the world again, or take out the cell and into drive again, it works as no cutoff settings.
This won't happen if I input another cell to the drive before extracting all the content.
