Currently rendering images is done via ImageIO which searches (for the matter of best performance) searches native installation of JAI or classpath libraries of JAI. However, JAI has incompatible license to be shipped with this software so your have to drop that jars by yourself or live with the rendering performance you get (some libs may print a WARNING message which can be ignored).

The pngj project may be an alternative to check. It has an ASL and also interesting is a throughput note within the GeoServer 2.6.0 beta release blog article which shows that the performance even increases. Worth to check
