Allow setting the WPS to "maintenance" mode

If I have a deployed WPS with potentially long running processes, which I might want to update, then I would like to let the WPS finish already running processes, but not accept any new execute requests. Then, when the process list (#208) is empty, I can safely shut down the WPS.
