Wrong permalink URL for license in geotools module's pom.xml

currently, the URL in the <license> element is not available. change this for the next release. also consider placing the license file on http://52north.github.io/WPS so the URL does not change between releases.

I totally forgot we had a gh-pages branch :-). Is this only related to the WPS, or does it make sense to put this into the CDN repo?

the license text is quite specific to WPS, geotools and eclipse. I guess the IO pages are better suited. Everyone can also see the direct connection to the WPS project then.
