Windows default config directory

please indicate default config file directory for windows

Because since I installed your program,

when I go to pluto.tv, I'm redirected to the American English version,

even though I'm in France.

And since I'm French, I previously had access to the French version, but now that's no longer the case.

And in your Git repository, you set the American version as the default.

In your configuration, the region and language shouldn't be set by default,

but should be detected automatically.
