Make general Assistance different from other subcategories, because now it's inside all of the categories

Currently it's been added for every page. It should be on separate component. and fixed before footer.

as part of the new search effort I made, general assistance links are no longer part of each subcategory. they are passed outside the categories: https://github.com/4tals/LinksForIsrael/blob/main/app/components/Body/Body.tsx#L12 there is still need work to do and render it only once.

Reasons: We want in the first page only general assistance subcategory open below. We don't need the 4 icons at this stage. And we want the user to be able to navigate to other categories easily.
