`/usr/include/cblas.h` is handled by `app-eselect/eselect-cblas`. It should be created automatically when you emerge `virtual/cblas` Probably the symlink is broken on your system? Try to rerun `eselect cblas`.

Ok, but there's no live ebuild for gmic in the tree though. Last time I checked building gmic from git was highly non-trivial if not impossible.

No idea, torbrowser is built from source, but bundles a couple of extensions. We should ask OP, if he still considers this an issue
