Just tried to install this as well and ran into the same issue, I simply temporarily resolved it by downloading an older version.

wget https://github.com/45Drives/cockpit-navigator/releases/download/v0.5.9/cockpit-navigator_0.5.9-1focal_all.deb

sudo apt install ./cockpit-navigator_0.5.9-1focal_all.deb

(If you are on Ubuntu/Debian/Rocky I recommend using the instructions on https://repo.45drives.com/ which will give you the latest versions and easy future updates :) )
