Apply QuoteFormat to incoming messages instead of outgoing, and for all platforms.

Is your feature request related to a problem? Please describe. QuoteFormat can only be set Telegram, and applies to outgoing messages. It would be great if it could be set to each platform, and applicable to incoming messages, because each of them parses messages differently. For instance, it is good to insert QUOTEMESSAGE between <blockquote> tags for Matrix, whereas this is not really the case for Discord and other platforms.

Describe the solution you'd like QuoteFormat available for all platforms, for each of them to parse MESSAGE, QUOTEMESSAGE and QUOTENICK on the best way possible for itself.
