Global feature to send all messages as new not edits

Is your feature request related to a problem? Please describe.

Yes, it's related to https://github.com/42wim/matterbridge/issues/1568 I see randomly messages being sent from Jabber replacing Matrix and Telegram older messages while those Jabber clients doing nothing like that. This is frustrating for multiple protocol bridges checking all the time whether messages are "lost" (bridging irc/jabber/matrix/telegram) and doing extra "moderation" putting some answers to context (as people on jabber and irc see everything correctly).

Describe the solution you'd like

I'd like to propose global setting, "Don't allow edits" or "Send always as new message" which would basically never allowed to replace any message for any network, but rather guaranteed to be sent as new message.

Fixing https://github.com/42wim/matterbridge/issues/1568 would definitely help.
