Researchers can flag repositories as hostile, unresponsive or uncooperative

Would it make sense to add the ability to flag repositories as either uncooperative, hostile or unresponsive as a warning to other researchers who might not want to deal with any of those types of code maintainers? It's hilariously depressing how many people are against the work we do.

We are considering implementing a star rating widget, whereby a researcher can rate their interaction with a maintainer, and likewise for the maintainer.
