Reporting templates

I end up writing a lot of similarly-formatted reports and have recently started copying a general-use template that just has blanks that can be tweaked slightly (e.g ``As a result of this, users with 'xxxxxxxxxx' permission may be able to xxxxxxxxxx the information of users under the 'xxxxxxxxxx' category).

It would help to be able to save the template on my profile (or maybe multiple templates for specific CWEs) and then be able to select my template when submitting a report (it could be suggested due to my chosen CWE and/or overwritten via a dropdown with a list of my templates).

Could be similar to the template mechanism used by GitHub when creating GitHub issues or GitHub pull requests.
