Increase supervisor retries & autorestart options
@kikito why? If redis fails to start because of memory conditions, it will not start. Ever.
763e709135e74b682dc2c19471fbc37784e7b3a2 says 'do not restart redis if it fails to stay alive for a minute'. If redis will keep restarting, it loads whole rdb dump from filesystem using IO and CPU.
All I can say about this is that I have applied the change manually in one of Nico's monitors, which was failing all the time with the previous code, and have not had any more issues with this. Maybe it is luck - but it definitively seems more stable now than before. For APItools it should not make a huge difference since when we do the switch to Mesos it will do exactly what I am doing here anyway (restart redis infinite amounts of time if it fails). Do with this PR as you wish.
