Remove command to set compatible parameter

As discussed in https://issues.redhat.com/browse/THREESCALE-6613 this is no longer needed and was already removed from our official documentation, so we need to ensure the README which gets downloaded as part of the steps to integrate OracleDB with 3scale are aligned.

we no longer release templates after 2.12, so what is the point in updating them now?

@eguzki because the only way to integrate Oracle DB is by rebuilding the system image and our current documented procedure requires that the relevant assets are downloaded locally from here before doing that.

I am perfectly fine with that

I looked at https://access.redhat.com/documentation/en-us/red_hat_3scale_api_management/2.12/html/installing_3scale/install-threescale-on-openshift-guide#installing-threescale-with-operator-oracle-system-database and in 2.12 it has a reference to the tagged version 2.11.1, which BTW should be fixed :)
