Parse JavaScript comment headers

Another license preference from users is to just add a license header at the top of the file. As seen in : https://github.com/Rich-Harris/Soundbite/blob/master/Soundbite.max.js That repository has no licensing information what so ever. We could just get all .js files from the root repository and check if they have a license header.

Another example of this is the url module which doesn't have any licensing information except for a license comment block in the entry file.
