[Bug]: UX issue about the drawing toolbar with tooltip and buttons

What is the bug? (in English)

One tooltip is not visible, the list of formats as well :

When we import a file, the button goes to the bottom. I think we can skip the filename used to import, as it's static ? Above, the button was at the second row. Below, on the first row

Note also the color is not the same.

Steps to reproduce the issue

Open the drawing toolbar and play the import KML button, from the manual test.
