Add Qt WebEngine (QWebEngineView) support and fallback for Lizmap plugin

  • Funded by: Sylvain POULAIN - GISCAN
  • Description:
    • Update Lizmap plugin to fully support Qt WebEngine (QWebEngineView) as the default web view in modern QGIS versions.
    • Maintain backward compatibility with legacy QtWebKit (QWebView) where available.
