[FEATURE] github actions for the plugins branch

• [ ] dispatch workflow that takes path argument to build the plugin at that path
• [ ] workflow that replaces the gradle-wrapper in a plugin? I do not trust binary files. (Maybe thats too complicated, could just be a test that compares the checksums or something)
