Why It Can't be use in Inter Macs?

It's technically possible but will take effort and is not our current priority.

Has anyone managed to run DXMT on Intel Macs? What are the blockers preventing it from working on x86_64 macOS?

last I heard: All the Hardware specific code has been written for Apple Silicon only i.e. memory layouts, supported GPU features etc
