Fix location and orientation of measurement (ruler) label

As a user using the measurement (ruler) tool in AR mode, I wish to see the label of the current measurement from multiple angles.

While the measurement label works at present, it is not placed or oriented consistently to allow visibility from all user camera orientations (ie it may not be visible when it should, or it is reversed)
