tadbit bin: add possibility to plot from bed files

bed files would be pared and plotted below the matrix similarly to HiCplotter (https://github.com/kcakdemir/HiCPlotter)

Instead of populating command-line with many arguemnts, allow to input a config file which would contain parameters that could be passed directly to matplotlib function.
