Notices menu lags when above 60 FPS

I feel like this has been the case for a couple of versions now, but when the game is above 60 FPS, sometimes the Notices menu will just slow to an unusable crawl. Limiting to 60 FPS immediately fixes it.

Would there be any way for this program to limit to 60 FPS just when bringing up this menu, and then going back to your specified framerate once exiting?
