Remote interface for reading limits

The purpose of this pull request is to add remote interface for reading the limits set by the even distribution mod. This would allow other mods to integrate with Even Distribution for reading the limits and taking action upon it (such as refilling furnace/turrets or producing alerts).

My initial goal is to get the Fille4Me and Ammo Alerts integrated with quantities provided by Even Distribution mod (I often play with these three mods enabled).
