Persistent notification is cleared with 'Clear All' on Android 15

After updating to Android 15, I've noticed that the persistent notification from v2rayNG is removed when I tap "Clear All" in the notification shade. This behavior differs from previous Android versions, where such notifications remained unless manually dismissed.

Persistent notifications are crucial for VPN applications like v2rayNG to indicate active connections and ensure users are aware of ongoing services. The current behavior might lead to confusion or unintentional disconnections.

Could you please consider updating the notification implementation to make it non-clearable on Android 15? This would enhance user experience and align with the expected behavior of VPN services.

I just wanted to clarify that this issue still persists on all Samsung devices running Android 15. The persistent notification from v2rayNG is cleared when tapping "Clear All," which shouldn't happen for VPN apps.
