I have the same board as you

test pattern was OK PxMATRIX display(64, 32, P_LAT, P_OE, P_A, P_B, P_C, P_D); display.begin(4); and display.begin(8); but with 16 its start with green line at bottom IMG_20200429_193600

Your panel is 1/8, so please use begin(8) and post a video of the pattern test again with more than one full cycle (all LEDs tun white, then off) if you still have issues.
