I'm tempted to tag this Dispute, I'd assume Z probably did this to disconnect Techmino from Tetris, and/or he personally plays like that??

Also, according to '09 guideline, the controls are:

Action Keyboard Controller
Left Left D-pad Left
Right Right D-pad Right
Hard Drop Space D-Pad Up
Soft Drop Down D-Pad Down
Rotate Right (CW) Up [*1, Dispute], X right face button (Nintendo A, PS circle, XBox B)
Rotate Left (CCW) Z, Ctrl (both) bottom face button (Nintendo B, PS cross, XBox A)
Hold C, Shift (both) Shoulder buttons (both)

[*1 One member of the discord server believes up-to-rotate is a bad choice, as it encourages players to use only one rotate button. He believes that up should be unbinded, so that players are encouraged to use ZX to rotate.]
(Note, Guideline also defines numpad controls, as well as (probably) mouse controls as seen in PPT and TE.)

There is, however, at least one competing control scheme. In Puyo Puyo Tetris (2), there are two preset keyboard control schemes, "Official" which matches the Tetris Guideline, and "Default" (which is actually not default), marketed as "made for easier gameplay", most notably it uses Up to hard drop and Space to hold. Wait that's Techmino's default scheme??

Edit: typo, the PPT presets I was talking about was for keyboard, not controller
