Update tenant changes nameIdFormat to default "persistent"

We had to update the x509 Certificate and used the update-tenant command with --x509Cert="..." and the tenant change from "unspecified" to "persistent".

ValidatesInput - resolveNameIdFormat: sets the name_id_format to "persistent" by default
