Added support for vs2022 without breaking 2017 and 2019 (hopefully)

  • .NET Framework 4.7.2 => 4.8
  • Upgraded nuget packages to the latest version
  • Added support for VS2022 in vsixmanifest

@1thenikita I obviously don't have access to the discord rpc application so you have to add an image named 'dev17'
