Update Github actions release pipeline to use macos-latest

macos-11 has been dropped and removed starting in July, and further jobs attempting to use it will be stuck in purgatory forever. We should update it to use macos-latest.

macos-latest (currently aka macos-14) is based on Apple silicon (M1). If we want to continue using x86 Mac OS we should use macos-13, though I think we should use latest regardless, since we do want to support Apple ARM.
