the issue seems to be caused by the Element, the --el-alert-title-font-size variable which defaults 14px. changing value to 13px resolves:

I did not encounter this issue on Chrome in Windows 11 --el-alert-title-font-size is the default font size for the Alert component. Modifying it will affect the global settings.
