Remove package dependencies from repo and move to wally.toml

This will make the package more lightweight for wally users and easier to maintain.

People who don't use a package manager can download a rbxm/zip from the github releases page or clone a different branch (complete with all dependencies).

The two packages are customized specifically for TopbarPlus, so when I can find some for development and testing I'll aim to re-work it with the official packages, thanks for the idea
