As a user, I need a quick way to navigate to other pages from deep within a page so that I don't become frustrated (small screens)
Background Some of the content is very long, and with the guideline to keep the side nav at the top on small screens, it's possible users will become frustrated or confused with the amount they will have to scroll up to get back to the navigation. (this is tied to #182 )
Acceptance criteria
- [ ] On small screens, users can quickly get to the navigation without becoming frustrated

- [ ] Connect with UWDS folks to find out where a "back to top" component may be on their roadmap

Definition of done
- [ ] One of the POs has approved the change
- [ ] Outreach approval (if needed)
It looks like USWDS has a "return to top" component in their footers that we could maybe use for this.
