8/14: Instructions for password protecting files are Mac-specific and insite link is broken

Expected behavior

The handbook should have infomation on how to password protect files on Windows and Mac here: https://handbook.tts.gsa.gov/general-information-and-resources/sensitive-information/#password-protected-file

Current behavior

Only has info for Macs, and a broken Insite page link.

Possible solutions

I searched on insite and didn't find the page; would need to hear what current PC users have been doing.
