Update accessibility guidance for documents and artifacts

Background Information

A part of project work on 18F and TTS teams is considering partner and team accessibility needs, and creating accessible artifacts. The pages above make general references to this, but we can update these pages to include information on:

• how they can handle non web artifacts and deliverables (like docs and presentations), and link to resources like https://www.section508.gov/create/
• how to access accessibility tools (asking for help in #microrequests / #helpwanted, getting to Office products on VDI/Citrix, or put in a request for the applications, as described on the Handbook Microsoft Office page and Acrobat Pro Handbook page

The accessibility page also needs updates (new guild leads, and check on project guidance)

Acceptance Criteria

• [ ] Updates are suggested to these pages so that someone can know what their options are for making project docs accessible.
• [ ] SME reviewers are identified
  • [ ] For accessibility, assume current guild coleads)
  • [ ] For 18F project coordination checklist, assume someone from SMT
