Bug: Data table (Edit/Delete) button unclickable if it in the expanded row

On Employees section: When the fields of "Name" or "Type of work performed" have long length. On WIOA Section: When the fields of "Name" or "last name" have long length. It will push the Edit/Delete button to the expanded row (see screenshot). In this case, both buttons are unclickable.

To fix this issue both button should show in the first row (not in expanded row)

Fixed on both sections and pushed to dev. See screenshot below. Employees Section WIOA Section
