@NathayaMDOL1 System Administrator should be able to download list of applications submitted reports (.csv):

• [ ] Admin: new menu item for Reports (sub items 1.All applications 2. Applications by month)

1. All applications: ."../api/application/GetAllSubmissions"
2. Applications by month: ."../api/application/GetAllSubmissionsByMonth"

• [ ] User should be able to save the downloaded file.
