redirect base urls to developer hubs

In many cases, agencies already handle this but where they haven't, this will address a common problem if they haven't updated their api key error page themselves.

• [ ] api.nal.usda.gov - ignore for now as it's complicated
• [ ] api.foia.gov - ignore for now as we need to actually get them to embed their own form
• [ ] publicapi.fcc.gov - should redirect it to https://www.fcc.gov/ecfs/help/public_api but first they need to embed it.
• [ ] api.epa.gov - needs it but it's too complicated, so let's hold.
• [x] api.ftc.gov - yes, to https://www.ftc.gov/developer
• [x] api.openei.org
• [ ] organicapi.ams.usda.gov
• [ ] api.ers.usda.gov
• [ ] api.ods.od.nih.gov
• [ ] api.si.edu
