.about.yml required fields for parent repo

In order to make sure that our users enter at least the amount of information required for their project to display on the dashboard, they should have to fill out the following fields:

  1. name (for all repos)
  2. full_name (for all repos)
  3. team (for all repos)
  4. stage (only for parent repos)
  5. display description (only for parent repos)
  6. impact (only for parent repos)

I believe https://github.com/18F/about_yml/pull/78 takes care of this but we should discuss

This doesn't seem like such a priority until we get clear on the taxonomy around related projects
