about_yml about.yml for this repo should point to the Team API project?

So that 18F team members (or the public) can better understand the Team API project as a whole, they should understand the relationship to about_yml and the details around the about_yml project. So, it would be helpful to identify Team API as the parent project for about_yml.

not sure we want public repos to reference private repos in their about.yml.... though maybe that just means that team-api repo should be public? (it could still reference data in a private repo, like I think the dashboard used to) I think it would be nice if someone could replicate the dashboard with all it's code being public open source.

We could reference 18F/team_api (public, contains most of the code) rather than 18F/team-api.18f.gov (private, contains the data).
