Reading room scraper doesn't pick up reading room links

In certain cases, the reading room scraper doesn't pick up reading room links that it supposedly should (because the link text looks correct).

Here's an example: Department of Agriculture--Food, Nutrition & Consumer Services Code should pick up: http://www.fns.usda.gov/foia/electronic-reading-room
