Decide how data loading will automatically occur

Either:

• [ ] A hook-based approach, when the data repo changes.
• [ ] A cron-based approach, meaning a scheduled task inside Cloud Foundry.

Decide which it will be. This is not strictly necessary for launch. We can do manual data loads for a little while.
