Consolidate EPA landing pages?

Two issues pop up with the EPA on the Hub. The first is that we show a list of regional offices that all go to the same location: FOIA Online. Since there is no difference to the user experience, why not consolidate all of these into one main EPA landing page?

If for some reason we keep this, we should consider fixing the way this is listed. Region 10 should go at the end, not after Region 1.
