Add option to add response headers

It would be great if there was an option to have the dev server (via eleventyConfig.setServerOptions) return some pre-set response headers.

My use case for this is to have my dynamically built CSP header returned (which is why I cannot just use something like ModHeader in the browser) so that I can test this locally.
