Update Azure Blob API to latest version

Is your enhancement related to a problem? Please describe.

In #136 we updated the API version to 2020-04-08, but the API has since advanced to 2023-11-03 so let's look at bumping again to the latest version and test to ensure that plugin functionality continues to work as expected.

As necessary, let's look to increase Cypress e2e test coverage so we can rely more on the automated e2e check on updates to the plugin.
