Port `component-audio` repo to monorepo

Is your feature request related to a problem? Please describe. The Audio Player component is marked as PLANNED on https://baseline.10up.com/components, but we've got https://github.com/10up/component-audio which might as well get ported into this monorepo and if needed marked as BETA if its still evolving.

• [ ] update docs on https://baseline.10up.com/components
• [ ] add component-audio label for new issues (or alternate name if component is renamed)
• [ ] archive https://github.com/10up/component-audio
