Add ElasticPress-Comments block

Is your enhancement related to a problem? Please describe. Currently, the ElasticPress - Comments widget is only available as a Legacy widget.

Describe the solution you'd like Ideally, we should be able to add the ElasticPress-Comments as a block for the block theme as well.

Additional context Anyone who is using a block theme will not be able to use this feature.
