Output info about the last sync for Dashboard users

Is your enhancement related to a problem? Please describe.

In ElasticPress 4.2.0, we've added a new get-last-sync WP-CLI command (see #2748.) Dashboard users could also have access to that.

Describe the solution you'd like

It can either be a new element in the Sync Page or a new entry in Health Tools' Info Screen
