Docker compose built on local machine (AArch64/ARM64) compatible

Added docker compose file and respective environment file for building locally with docker compose and making it compatible with AArch64 and ARM64.

Before merging to master, kindly check because this creates a new postgresql container just for the web panel. But we need to remove it if the panel should normally use the same database as Jasmin. If this is the case, you can let me know so that I can update.
